Why would someone not want me to come on their property to get my dog back?

My dog got lost a week ago about 15 miles from where I live. Every day for the past week, I’ve been making 2 – 3 trips a day down there looking for her, put up posters, walked up and down the bike path asking everyone if they saw her, drove around in my car, put ad in newspaper, called police, humane society, vets, etc. Someone finally called late Weds. afternoon and said a dog had been staying around their house the past 3 or 4 days. I went down there but she, being a Sheltie, was in flight mode, meaning she takes off running before she knows who the person is approaching or calling her. One of the neighbors had their athletic teenage son chase her through part of the golf course, but that’s another thing with Shelties. They are hard for anyone to catch and they can run! That’s why it’s often recommended not to chase a lost one. I wasn’t able to get her that night because of all this. The person said they’d call me when they saw her again. They called this morning and said she is still there, on their property. She found a little place on the side of their house that gives her shelter. I’ve asked this gentleman if I could at least bring down the food she is used to eating, but he insists on setting out his own dog food for her. I know if she gets hungry enough, she should eat that, but I don’t understand why he won’t let me bring the food she’s used to and loves. He said she’s starting to look thinner. While I am grateful for knowing where she is and that she has shelter and someone offering her food and water, I am baffled why he doesn’t want me to have any part in trying to rescue my dog. I really do appreciate his help but just want to bring something she’s familiar with or to just sit there a while to see if she will come out.
I am an experienced Sheltie owner and lover. I just got this dog a month ago from the breeder. The breeder can’t show her anymore so she wanted to find her a good home. The breeder didn’t specify how, but the dog had an accident and had to have part of her tail amputated, hence her show career ended. Please, no ignorant answers. I maybe should have put "Sheltie" in my question.
She was on a leash.

Some people are SUPER private. Or they could be weirdos/liars. Do keep your distance. Let’s see if his method works. Then you can go from there. Sounds like you have no choice but to wait.

    Say you are coming to collect your dog, (bring a friend to help you and a travel box) square him up for his trouble and then go straight to the nearest dog trainer for your first dog training lessons (well overdue)

    Also, in the meantime, keep the dog on a lead at all times and don’t allow her to play in the garden if she can jump the gate

    Have you actually seen her? Get the humane society involved. I mean if he wont actually let you try and get her out then chances are he has something back there he doesn’t want anyone to know about. Just be careful and if you are sure that is you dog then get your humane society involved.

    Because they love the dog themselves ~ I suppose, they have formed and attachment to the dog themselves :)

    the only thing i can suggest for you to do if he doesn’t want you to come on his property is to make sure it is your dog and then go to the police or the animal welfare places in the area and get them to come with you while you locate and catch your dog here’s hoping that it is your dog and good luck in getting her back all safe and well

    This man doesn’t know you from Adam. Of course, he doesn’t want some strange person coming and going on his property. For all he knows, you could steal something or try to break in while you’re there. You should just be thankful this homeowner is being cooperative. Many people would call animal control or shoot a stray dog hanging around their house.
