Why would someone not want me to come on their property to get my dog back?

My dog got lost a week ago about 15 miles from where I live. Every day for the past week, I’ve been making 2 – 3 trips a day down there looking for her, put up posters, walked up and down the bike path asking everyone if they saw her, drove around in my car, put ad in newspaper, called police, humane society, vets, etc. Someone finally called late Weds. afternoon and said a dog had been staying around their house the past 3 or 4 days. I went down there but she, being a Sheltie, was in flight mode, meaning she takes off running before she knows who the person is approaching or calling her. One of the neighbors had their athletic teenage son chase her through part of the golf course, but that’s another thing with Shelties. They are hard for anyone to catch and they can run! That’s why it’s often recommended not to chase a lost one. I wasn’t able to get her that night because of all this. The person said they’d call me when they saw her again. They called this morning and said she is still there, on their property. She found a little place on the side of their house that gives her shelter. I’ve asked this gentleman if I could at least bring down the food she is used to eating, but he insists on setting out his own dog food for her. I know if she gets hungry enough, she should eat that, but I don’t understand why he won’t let me bring the food she’s used to and loves. He said she’s starting to look thinner. While I am grateful for knowing where she is and that she has shelter and someone offering her food and water, I am baffled why he doesn’t want me to have any part in trying to rescue my dog. I really do appreciate his help but just want to bring something she’s familiar with or to just sit there a while to see if she will come out.
I am an experienced Sheltie owner and lover. I just got this dog a month ago from the breeder. The breeder can’t show her anymore so she wanted to find her a good home. The breeder didn’t specify how, but the dog had an accident and had to have part of her tail amputated, hence her show career ended. Please, no ignorant answers. I maybe should have put "Sheltie" in my question.
She was on a leash.

Some people are SUPER private. Or they could be weirdos/liars. Do keep your distance. Let’s see if his method works. Then you can go from there. Sounds like you have no choice but to wait.

why is the property in the US so cheap?

just flicking around google and checked a property website in miami. you could buy a 3 bed 2 bath condo only 10 mins from miami inter. airport, beside a golf course and 30 mins from the beach for about $1000. can this be too good to be true? if i was to purchase a property in miami florida as a holiday home what sort of cost would i encounter? first hand experience would be a great help.

its actually for sale for $1230. check realtor.com and check miami florida and type in no min and a max of $5000 and see what happens

its really not true cause i live in miami and we bought our land for $35,000 and it was the 3rd or 4th cheapist land, unless its less than half an acre..!!!!!!!!!!!!!!!!!!!!!
